The Situation of Human Rights protection in Georgian Army

The deplorable situation existed in Georgian army which did not improve in 2001 is generally acknowledged. Together with other problems the difficult situation is caused by the systematic defaults from the state budget. All the above-mentioned have resulted in the following:

1. No relevant reformation and development of the armed forces takes effect;

2. A number of laws and other normative acts are in fact ignored;

3. Military training of soldiers is not duly effected.

4. Due to the lack of wages, basic effective labour conditions the military personnel resigns from the office;

5. A disagreeable situation is created with regard of the army officers' catering, medical service and other provision;

6. The dilapidated premises are not rehabilitated as a result they come into disuse.

7. The degree of corruption is very high which is manifested by the actions of the army commissariats while requiting, relations between officers and soldiers, while permitting holidays and false records.

8. There are "self-financing" avoiding the budget by virtue of foreign donors or entrepreneur activities when there is no control over these funds on the part of the competent agencies (Ministry of Finances, Ministry of Management of State Property, Tax Service, the Chamber of Control etc.).

9. The number of suicides and homicides among the army officers is very high. The cases remain unsolved as a rule and the offenders are not punished (such cases are classified as "suicides" as a rule which enables easy termination of the case).

10. The scopes of corruption are ever extended on the part of faithless army officers being encouraged by the impunity syndrome. In the light of the above-mentioned it is clear why the military service is not considered prestigious.
