In general one of the most serious impediments for creation a favourable background for the protection of Human Rights is a total corruption established in all fields of social and political life of the country when it is possible to buy practically everything in return of payment. While in the recent years combating corruption has become one of the most indulging and popular subjects of Georgian authorities but with regard of overcoming the corrupted background the situation does not in fact change. Corruption is a consequence of the entire system existed in Georgia and not the reason. It has become a stile of life in the country and the society has so accustomed to live this way its eradication may be resulted in many unforeseeable events. Certainly it does not mean that combating corruption is impossible or it is not necessary. We just would like to say that the corrupted way of life has been introduced by the authorities and it is natural that it has no real will to combat this rule.
